Apple really meant this reference in their HIG (Human Interface Guidelines to mere mortals) as a no-no list for developers.
Users rely on these shortcuts to perform the specified actions no matter which application is currently running (these include shortcuts reserved for accessibility purposes). Do not override these shortcuts.
Translation: Don’t be a jerk. They’re leaving it an option to override, just don’t abuse it. It’s a good stance. Luckily, Apple doesn’t just list the keyboard shortcuts and call it a day. They also describe each and every function. For more convenience, it’s broken down by the main key and then lists the modifier key variants.
